This paper discusses some of the major issues in the operation of the National Open University of Nigeria (NOUN). The paper presents a brief development of the concept of distance education in Nigeria and the development of flexible open distance learning through the application of Information and Communication Technology (ICT). The paper also examines the operation of the National Open University of Nigeria and proposes that there is need to utilize ICT as a means of expanding access to its programmes. Concrete measures are suggested for ensuring adoption of ICT, through improved training, proper funding for the development and delivery of open distance learning in Nigeria.
