It is becoming more and more accepted that wealth of human capital holds great promise to the competitive advantage of any economy. Most nations now lay much emphasis on building their human capacity. Education remains the key factor in human capacity building. Any nation willing to maintain a competitive edge in the global economy must then provide quality education and training to the bulk of its citizens. Time, economic resources and place of residence have been the major challenges to equity and equality in benefiting from the normal brick and mortar educational institutions. Open Distance Education (ODE) has emerged as solution to these challenges. Advancement in Information Communication Technology (ICT) creates new opportunities for enhancing the effectiveness and efficiency of ODE in human capacity building (HCB). Thus the position of this paper is that a well ICT integrated ODE will provide commendable solution to the multi-faceted challenges facing the Nigerian educational system in quality HCB. Discussed in the paper then is the position of ODE in HCB and how this position can be consolidated with ICT.
