The problems of access cost and quality plague the Nigerian higher education system like it plagues most developing countries where government funding for access expansion and tuition fee reduction and quality simply isn't there. The national open university of Nigeria can address this problem. But the university which runs on the open distance learning model is still based on the paper/ correspondence model. It sees high rates of student drop out as a result of correspondence model. Review of related literature identified the challenges to successful adoption of electronic learning as, Lack of e-learning facilities and infrastructure Lack of management support, Lack of high speed internet to support learning, Lack of training personnel to support learning. This is a position paper recommending the introduction of electronic learning into the NOUN. Areas of future research was identified as mobile learning M-learning as the mobile digital devices are within the reach of most of the learners in the NOUN system.
