This research was aimed at the development of a mobile learning framework that will enable students to have access to learning facilities using their mobile phones. There is need to utilize the technology in the hands of everyone to implement learning. The authors applied the theoretical review of electronic learning (e-learning) system for educational content delivery using mobile phones (m-learning) for a federal institution in Nigeria using object-oriented design methodology with Java Micro Edition (J2ME) for mobile devices. The advantages of successful implementation of mobile computing cannot be overemphasized.
