The paper identifies the problems associated with the establishment of Satellite Campus by majority of Nigerian Universities. The nation is aware of the decay inflicted on university education by some of the ubiquitous study centers. The paper, therefore, discusses the possibility of achieving higher functional literacy through distance education system and stresses the importance of functional library facilities in the programme. The paper finally suggests ways and means which the government can use to make the distance education system a success.
